New Home Builders on the Sunshine Coast

Roebuck Concepts builds custom new homes across the Sunshine Coast and Noosa Shire. We are a licensed Queensland building company working from one office at Unit 1/18 Lomandra Place, Coolum Beach, and every project is run by our director and licensed builder, Tom Roebuck, who has more than 20 years in residential construction. The company holds QBCC licence 15280811 and Tom holds individual QBCC licence 15015060. We are a member of Master Builders Queensland.

In August 2025 our “Grandview” project at Coolum Beach won three Master Builders Queensland Sunshine Coast Housing & Construction Awards — Home Renovation/Remodelling Project over $1 million, Best Residential Swimming Pool, and Best Use of Innovation — presented on 15 August 2025 at The Events Centre, Caloundra.

What does a Roebuck Concepts custom home include?

A custom home with us means one licensed builder carrying the whole job: site establishment, structure, lock-up, fit-out, external works and handover, under a single contract with a single point of contact. We are not a volume builder working from a set of standard floor plans. Every home is drawn for its block, its outlook and the people who will live in it.

The paperwork matters as much as the framing. In Queensland you need a written contract for domestic building work priced over $3,300 including labour, materials and GST, and that contract must comply with Schedule 1B of the QBCC Act. The Queensland Building and Construction Commission publishes a dedicated New Home Construction contract for the construction of an entire home — a single house or a duplex.

A new home build is a level 2 regulated contract, which the QBCC defines as work valued at $20,000 and over, and level 2 carries the full set of consumer protections. We must give you a QBCC-approved consumer building guide before you sign. You then receive the signed and dated contract, including plans and specifications, within 5 business days of entering it, and a notice of commencement within 10 business days of work starting on site. Those are QBCC requirements, not our preference, and we meet them on every job.

Your build is also insured while it is underway. The QBCC states that most residential building work in Queensland valued at more than $3,300, including materials, labour and GST, must have cover under the Queensland Home Warranty Scheme, and the QBCC describes that cover as protecting homeowners against defective or incomplete building work and subsidence. It extends to new homes, townhouses, duplexes and multiple-unit dwellings up to three storeys above a car park, and to constructing or installing a swimming pool, though not to renovating one. As the principal contractor we collect the premium and pay it to the QBCC on your behalf, which the QBCC requires before work starts or within 10 business days of signing the contract, whichever comes first.

Which council approves a new home on the Sunshine Coast?

There are two, and which one you deal with changes the rules that apply to your house.

Sunshine Coast Council covers most of the coast and hinterland — Coolum Beach, Maroochydore, Peregian Springs, Yaroomba, Pelican Waters, Ninderry and everything in between. It assesses development under the Sunshine Coast Planning Scheme 2014, which council adopted on 14 April 2014 and which commenced on 21 May 2014, per Sunshine Coast Council. Council amends the scheme from time to time and is separately preparing a new planning scheme, so the version current on the day you lodge is the one that counts.

Noosa Shire Council runs its own scheme for Noosa Heads, Noosaville, Sunshine Beach, Peregian Beach, Marcus Beach and the rest of the shire. The Noosa Plan 2020 was originally adopted in July 2020 and sets a long-term vision through to 2040 covering housing, business, transport, infrastructure, rural enterprise and environmental protection, with the stated aim of preserving Noosa’s character and natural beauty. It is actively maintained — Amendment No. 2 (major) commenced on 26 September 2025 and Amendment No. 3 (minor) on 20 March 2026, according to Noosa Shire Council.

Planning approval and building approval are separate things. Planning approval is about use, siting, height and overlays. Building approval is the certification that the structure complies, issued by a council or a private building certifier — and the Queensland Government notes that in most cases you have only 20 days to appeal a decision made by your local council or a private building certifier, counted from when you receive it. On coastal blocks you should also expect overlays to bite: coastal hazard, storm tide, flood, bushfire, acid sulfate soils and, in Noosa, strong character and vegetation controls. We work these out before design is locked, not after.

What makes a luxury or architecturally designed home different to build?

The finish is the visible part. The difficulty is usually underneath it. Sunshine Coast and Noosa blocks with the best outlook tend to be the steep ones, and a steep coastal block pushes you into retaining, piered footings, suspended slabs, pole construction and long spans — all of which have to be engineered and sequenced before a single tile is chosen.

Our Grandview Drive Extension at Coolum Beach is the clearest example: a pole home extended in every direction, with a figure-eight swimming pool raised on stilts. The Grandview Drive Extension took an existing pole home and extended it in every direction, and that is the project that won the three 2025 Master Builders Queensland awards, including Best Use of Innovation and Best Residential Swimming Pool.

Architecturally designed homes also carry longer lead times on the things that define them — structural glazing, custom joinery, stone, imported tapware, bespoke steel. We build the procurement program into the construction program so the trades are not standing around waiting on a shipment. If you are working with an architect or building designer already, we are happy to come in early and price and buildability-check the drawings while they can still be adjusted cheaply.

Can you build a duplex or dual occupancy on the Sunshine Coast?

Yes. Duplexes sit squarely inside residential building work in Queensland: the QBCC’s New Home Construction contract covers the construction of a single house or a duplex, and the Queensland Home Warranty Scheme covers townhouses, duplexes and multiple-unit dwellings up to three storeys above a car park.

The constraint is planning, not construction. Dual occupancy is assessed against the zone and the relevant code in the Sunshine Coast Planning Scheme 2014 or The Noosa Plan 2020, and the two schemes treat it differently — minimum lot size, site cover, setbacks, private open space, car parking and, in Noosa Shire, character and height sensitivities. Before you commit to a duplex on a particular lot, the zoning and overlay check is the first thing worth paying for. We can walk that with you at a consult and tell you honestly whether the site supports what you have in mind.

Which new homes has Roebuck Concepts completed?

These are our real completed projects across the Sunshine Coast and Noosa Shire:

Project Location Council
Grandview Drive Coolum Beach Sunshine Coast Council
Grandview Drive Extension Coolum Beach Sunshine Coast Council
Nairana Rest Noosa Heads Noosa Shire Council
Memorial Avenue Cotton Tree Sunshine Coast Council
Columba Place Pelican Waters Sunshine Coast Council
Kara Court Yaroomba Sunshine Coast Council
Redwood Avenue Marcus Beach Noosa Shire Council
Hastings Street Noosa Noosa Shire Council
Elouera Drive Ninderry Sunshine Coast Council

That work spans both planning jurisdictions. Nairana Rest, Redwood Avenue and Hastings Street fall under Noosa Shire Council and The Noosa Plan 2020; the rest are assessed by Sunshine Coast Council under the Sunshine Coast Planning Scheme 2014. It is the reason we start with the scheme and the overlays that apply to your particular block, rather than treating approval as paperwork to sort out later. You can see more of the work on our projects page.

What drives the cost of a new home on the Sunshine Coast?

We will not put a per-square-metre rate on this page, because a rate that ignores your block is a number designed to be wrong later. What we can tell you is what actually moves the price on the Sunshine Coast:

  • Slope and access. Excavation, retaining, piered or suspended footings, and whether a concrete truck and crane can physically reach the pour.
  • Soil and site classification. Reactive clay, sand, fill or acid sulfate soils each change the footing design.
  • Coastal exposure. Wind loading and corrosion near the beach drive fixings, glazing, balustrade and cladding specifications upward.
  • Overlays. Bushfire, flood, storm tide and coastal hazard mapping can require raised floor levels, specific construction standards or extra reports.
  • Structure versus finish. Long spans, cantilevers, pools over voids and roof-level decks are structural costs that never appear in a finishes schedule.
  • Selections and lead times. Joinery, stone, glazing and imported fittings.
  • Services and civil. Sewer, stormwater, power upgrades, driveways and landscaping.

For market context rather than a quote: the Australian Bureau of Statistics reported 2,239 private sector houses approved in Queensland in July 2026 in seasonally adjusted terms, down 5.5% on the month, in Building Approvals, Australia. That describes the market you are building in. It does not tell you what your house will cost — only a priced set of drawings against your actual site does that.

How long does a new home build take?

Your program belongs in your contract, not in a marketing paragraph, and we build one for your specific house. What we can give you is the shape of it: design and documentation, then planning approval where the scheme requires it, then building approval through a certifier, then construction, then handover and defects liability.

The industry-wide pipeline is publicly measured. The ABS recorded 10,861 dwellings commenced and 8,944 dwellings completed in Queensland in the March quarter 2026 in seasonally adjusted terms, in Building Activity, Australia. The ABS also publishes average dwelling commencement and completion times annually in its June quarter release, which is the place to look for a national benchmark rather than a builder’s estimate. We would rather show you the program for your job than quote you an average.

Our full sequence, including what happens at each stage and what we need from you, is set out on our process page.

Where on the Sunshine Coast do we build?

We build across the Sunshine Coast and Noosa Shire from our Coolum Beach base. Start with the suburb closest to your block:

If the plan is to transform a house you already own rather than start again, see renovation builders on the Sunshine Coast — the Grandview Drive Extension at Coolum Beach began exactly that way.

Frequently asked questions about new home builds on the Sunshine Coast

Are you licensed to build a new home in Queensland?

Yes. Roebuck Concepts holds QBCC licence 15280811 as a company, and director Tom Roebuck holds individual QBCC licence 15015060. We are also a member of Master Builders Queensland. You can verify both licences on the QBCC’s public register.

Do I need a written contract for a new home build in Queensland?

Yes. The QBCC requires a written contract complying with Schedule 1B of the QBCC Act for domestic building work priced over $3,300 including labour, materials and GST, and publishes a New Home Construction contract for building a single house or duplex. A new home is a level 2 regulated contract — work valued at $20,000 and over — so you must also be given a QBCC-approved consumer building guide before you sign, a copy of the signed contract with plans and specifications within 5 business days of entering it, and a notice of commencement within 10 business days of work starting on site.

Is my new home insured while it is being built?

Most residential building work in Queensland valued at more than $3,300 must be covered under the Queensland Home Warranty Scheme, which the QBCC describes as protecting homeowners against defective or incomplete building work and subsidence. The scheme covers new homes, townhouses, duplexes and multiple-unit dwellings up to three storeys above a car park, and the construction or installation of a swimming pool. As the principal contractor we collect the premium and pay it to the QBCC on your behalf, which the QBCC requires before work starts or within 10 business days of signing the contract, whichever comes first.

Do I need council approval as well as building approval?

Often, yes — they are different approvals. Planning approval is assessed by your council against its scheme: the Sunshine Coast Planning Scheme 2014 for Sunshine Coast Council areas, or The Noosa Plan 2020 for Noosa Shire. Building approval is certification that the structure complies, issued by a council or a private building certifier. Overlays such as coastal hazard, flood, bushfire and character can add reports or design requirements to either.

Do you build duplexes and dual occupancy homes?

Yes. Duplexes are covered by the QBCC’s New Home Construction contract and by the Queensland Home Warranty Scheme. The deciding factor is usually whether your lot’s zoning, minimum lot size, setbacks and site cover allow it under the Sunshine Coast Planning Scheme 2014 or The Noosa Plan 2020. We check that before you commit.

Can you build on a steep or sloping block?

Yes. Sloping and elevated coastal sites are a large part of what we do. Our Grandview Drive Extension at Coolum Beach includes a figure-eight swimming pool built on stilts, and the Grandview Drive Extension is a pole home extended in every direction. That Grandview project won three 2025 Master Builders Queensland Sunshine Coast Housing & Construction Awards.

How much does a new home cost on the Sunshine Coast?

We do not publish a rate, because slope, access, soil classification, coastal wind and corrosion exposure, overlay requirements, structural complexity and your selections all move the figure substantially. We price your drawings against your actual site. Book a consult and we will tell you what your block will and will not support before you spend money on documentation.

Do you work with my architect or building designer?

Yes, and the earlier the better. Coming in during design lets us price and buildability-check the drawings while changes are still cheap, and lets us plan long-lead items such as glazing, joinery and stone into the construction program rather than around it.
